1.   That cabinet came as a huge disappointment to the public and opposition, contributing much to the present unstable atmosphere.

2.   Cold-air funnels form in an unstable atmosphere, one that is characterized by a pool of very cold air aloft and mild air near the ground.

3.   A low level patch of moisture currently passing across the U.S. Virgin Islands will combine with an already unstable atmosphere.

4.   A trough of low pressure in the upper levels of the atmosphere has moved near enough to our local islands overnight to produce a very unstable atmosphere locally.

5.   An upper level trough will continue to provide an unstable atmosphere across our region.

6.   An unstable atmosphere across our area today is expected to produce scattered showers and thunderstorms by late afternoon.

7.   But most lower schools remain closed, reflecting the unstable atmosphere across the country.

8.   But the unstable atmosphere and increased moisture will help to induce further cloud and shower development this afternoon.

9.   Continued moisture and an unstable atmosphere could cause flash flooding through Sunday across all our local islands.

10.   However, an unstable atmosphere Monday afternoon should allow for development of a few showers and isolated thunderstorms across the western sections of Puerto Rico.
