1.   Russian and Chinese presidents agree to troop cutbacks, nuclear cooperation.

2.   Russian President Boris Yeltsin and Chinese Premier Li Peng agree to troop cutbacks, another summit next April.

3.   The military has announced troop cutbacks in the past, but critics say it was just moving garrisons around without really reducing numbers.

4.   The troop cutbacks, also involving three other former Soviet republics that share a border with China, were agreed to Friday in talks in Beijing.

5.   Under those circumstances, convincing the Europeans to accept a substantial U.S. troop cutback will be a hard sell.
