1.   As long as there is no transparent policy, many people will move their deposits from domestic private banks to state and foreign banks.

2.   Depositors, therefore, will continue moving their money from domestic private banks to state-owned and foreign banks until the government introduces a transparent policy.

3.   For international financial institutions, only transparent policies can help bail out regional countries -- especially Thailand, Indonesia and South Korea -- of economic trouble.

4.   If investors continue to give business to companies which do not have transparent policies there is no reason for them to change.
