1.   At the same time, they added, efforts to thwart attacks have been given a much higher priority.

2.   A strict curfew is needed, they said, to thwart suicide attacks from the Jenin area, which they describe as a hotbed of Palestinian radicalism.

3.   Even if they had been there sooner, it is not clear what they would have done to thwart the attack.
