1.   Beat in the icing sugar to make a stiff paste.

2.   Mix to a stiff paste, using your hands if necessary.

3.   Add water slowly until the mix has the consistency of a stiff paste.

4.   The stiff paste is packed in several plastic bags and wrapped up in thick brown tape to make them completely air and water tight, Rosenberg said.
