1.   Federal law allows Indian tribes to negotiate state compacts that allow them to profit from gambling, even if state law allows gambling to raise money for charity only.

2.   Finally, its patience at an end, the tribe opened a limited casino this spring that did not require a state compact.

3.   Gaming Department director Gary Husk wants to expand from licensing workers and machines to auditing tribal gambling operations to see that they comply with the state compacts.

4.   State compacts signed by the tribes allow them to renegotiate the fee at the end of the first two years of the agreement.

5.   This might mean that some will start gaming operations without the benefit of a state compact.
