1.   Harshbarger repeatedly has claimed his role in negotiating a landmark agreement with the tobacco companies as a signature achievement of his seven years as attorney general.

2.   He counts the bill, which eventually passed, among his signature achievements, although House Democrats often assert that the Republican leadership stalled its passage.

3.   If his scheme survives legal and congressional challenges, no sure thing, it will almost surely be recorded as a signature environmental achievement of his administration.
