1.   It sells for less than higher grades, and not all refineries can process it.

2.   The refinery processes Alaskan North Slope crude and sweet Canadian crude oils.

3.   Transport costs also would be reduced because Russian refineries can process Caspian oil, allowing Russian oil now consumed domestically to be exported.

4.   The Rouseville refinery processes Penn Grade Crude oil and ships it to other oil companies.

5.   With refineries already processing heating oil and gasoline as fast as they can, a cold winter would intensify demand and propel prices even higher.
