2.   Another ongoing city operation, Operasi Yustisi, also aims to identify people without proper residency cards.

3.   But interior ministry officials in Macedonia disputed that, saying they were expelled because they did not have proper residency permits.

4.   Those caught without proper residency documents are being sent back.
