1.   Affirmative action programs were the remedy of major institutions and corporations.

2.   All school systems are going to have to make similar innovative arrangements if school-to-work programs are to have a future.

3.   And the minority contracting program is about to suffer another setback.

4.   And the program is still loaded with glitches.

5.   And when budgets are cut, Marginal programs are the first to go.

6.   And when the program is ready, the student enters it simply by moving a light pen across the bar codes.

7.   At the same time, formal affirmative action programs are likely to be weakened considerably in the move toward flexible organizations.

8.   At this level of production the program is useful only to its creator and can not be disseminated further.

9.   Both programs are the product of congresses dominated by Democratic liberals, with little help from Republicans.

10.   Breeding programs for apes are a failure, and even hard-nosed experimenters will be turning the tide.
