1.   Allow potatoes to cool enough to be handled, then peel.

2.   Drain, and allow potatoes to cool completely.

3.   Let potatoes cool slightly.

4.   Let potatoes cool slightly, cut off tops and scrape pulp into a bowl.

5.   When potatoes have cooled, add celery, eggs, green onions and dill.
