1.   Gov. George Pataki said that he would sign the measure if it passed the legislature.

2.   He is confident that something like it will pass the legislature.

3.   If it passes the legislature, the retirement plan will push up stocks.

4.   Labor reform is also on the table, although that could hurt more than help, depending on how a new law reads once it passes the legislature.

5.   So far, the legal machinations over the law have centered on how it passed the legislature.

6.   The decisions virtually assure that the measures will not pass the legislature before lawmakers adjourn a special session, possibly as early as today.
