1.   Most paints fail because of moisture behind the clapboards or shingles.

2.   Sometimes paint will fail because the plaster or plasterboard has begun to deteriorate, from moisture.

3.   That causes more paint to fail, more rust to develop and so on.

4.   Then the paints failed to arrive.
