1.   Coleman acknowledged that he could not count on most of the Texas delegation to oppose the compact.

2.   On a personal level, the Midwesterner opposes dairy compacts.

3.   Pappathanasi declined comment, but a spokesman, Michael Altman, said Pappathanasi opposes the compact because it raises the price of milk and thus cuts into milk sales.

4.   Representative Barney Frank, a Massachusetts Democrat, broke the regional unity to oppose the compact, which he said violates free-market principles.

5.   The compact is opposed by Upper Midwest dairy farmers, who hope to retain dominance in the milk market.
