1.   So were oil export receipts and net foreign assets.

2.   An announcement last week by Mexican Finance Minister Guillermo Ortiz that Mexico was putting up oil receipts as collateral was criticized domestically as compromising national sovereignty.

3.   And a plan to use Mexican oil receipts as collateral already is arousing opposition here on nationalistic grounds.
