1.   As investors become more and more sophisticated, and communications become easier, investors are moving more and more of their accounts to offshore locales in the Caribbean.

2.   Companies have avoided paying taxes in Mexico by setting up a parent or an affiliate corporation in an offshore locale.

3.   Even before life insurance was offered domestically, wealthy Latin Americans were buying policies in offshore locales such as Bermuda, the Bahamas and the Cayman Islands.

4.   Most offshore locales, including the Caymans, allow companies to set up -- tax-free -- without ever having to disclose who owns them.

5.   The reasons for opening policies in offshore locales are decreasing, Weishein said.
