1.   According to the U.S. Fish and Wildlife Service, the Savannah project was authorized without proper environmental studies or mitigation plans for fish and wildlife.

2.   No actions will be taken, he noted, until a mitigation plan has been adopted for dealing with damage resulting from each action.

3.   FERC Chairman Curtis Hebert, a Republican and strong free-market advocate, said the price mitigation plan will protect consumers while providing continued incentives for power production.
