1.   Its internal mechanisms include guidance, communications, computer data, cooling and electrical power system components that will expand as the keel grows.

2.   These mechanisms could include counselling sessions, suggestion boxes and welfare meetings.

3.   Those mechanisms include being able to buy credits from other countries which have more than met their own targets.

4.   The accord will contain general principles, outline consultation mechanisms including a NATO-Russia Council, and areas of cooperation.
