1.   Bruising, hardball maneuvering took place over the rules for the debate and control of the House floor, a cherished prerogative of the majority party.

2.   Now, political maneuvering increasingly takes place outside established parties, particularly the PRI.

3.   The fear was that such maneuvering could take weeks, leaving the IMF leadership in limbo.

4.   If the past holds true, political maneuvering will take months to unfold.
