1. The president would no longer be chosen by voters but by an electoral college of supposedly nonpartisan locally elected deputies. 2. They demanded new schools, supported by local taxes and managed by locally elected bodies. 3. In the past the electorate had had their say by holding accountable, either centrally elected or locally elected officials. 4. Locally elected authorities subject to local political pressure were thus by-passed, limiting localized agitation by the National Unemployed Workers Movement. 5. Another state Republican proposal would have eliminated the central board and the chancellor, and established a board in each borough to oversee the locally elected district boards. 6. Authority over the school system would be returned to state officials and the locally elected school board. 7. But by far the biggest confusion has been in the community school districts, where decisions have to be made in conjunction with the locally elected school boards. 8. Indeed, the heavy hand of China is already evident, throwing out the locally elected legislature and installing another body of its own choosing. 9. It is now in the process of handing parcels of land over to local councils so they will be administered by locally elected governments. 10. Locally elected borough councils would control budgets and services and oversee smaller building projects. |
