1.   After the Gulf War, Iraq was supposed to scrap its weapons development programs and let United Nations inspectors look at suspicious sites.

2.   Now, if bombing comes, he will let the inspectors back for awhile, in confidence of his controlling knowledge.

3.   Saddam has refused to let the inspectors back into Iraq.

4.   The idea is to make the cost to Saddam so high that he would prefer letting the inspectors back to seeing the attacks continue.

5.   And it strongly backed an appeal from Annan to Iraqi President Saddam Hussein to let the inspectors to return to work immediately.

6.   As a result, Iraq would not let weapons inspectors back into the country and has argued that it has fulfilled its U.N. obligations.

7.   Iraq claims to have done so, and has refused to let arms inspectors in the country.

8.   Israel is willing, however, to let U.N. inspectors make the final ruling that the pullback is complete.

9.   President George W. Bush has warned Saddam of unspecified consequences if he does not let U.N. inspectors into Iraq to check for weapons.

10.   The chief U.N. weapons inspector told the Security Council on Thursday that Iraq refuses to provide new information on banned weapons and will never let inspectors inside presidential palaces.
