1.   Even in presidential systems, the legislature has the power to overturn the executive by means of the extraordinary process of impeachment.

2.   In a sense, even though legislatures usually have spokespersons and leaders, no one can truly speak for the legislature.

3.   In fact, however, most contemporary legislatures do not have the dominant role in the policy-making function.

4.   And some of its basic assumptions seem to be confirmed by casual observations of the problems which legislatures have in performing one of their traditional functions.
