1.   Legislatures are ineffectual, and real power is concentrated in the executive branch of government.

2.   Moreover, in some states the legislature is essentially a rubber stamp for the actions of a powerful political executive.

3.   The legislature has been nothing more than a rubber stamp for the President.

4.   The legislature is the unicameral House of Representatives which is elected by universal adult suffrage according to a system of proportional representation.

5.   And divided legislatures are likely to deadlock over the issue, which would leave the map drawing to judges.

6.   And that legislature is right.

7.   And with greater diversity, the legislature will be less subservient to the president.

8.   As long as there has been a legislature, there have been extravagantly rude legislators.

9.   At the same time, though, many experts question whether the legislatures are even fully prepared to handle enormous new responsibilities.

10.   Besides, the state legislature is the only body that has significant ability to raise taxes to build a new ballpark.
