2.   Immigration lawyers said they try to warn clients that the new law will not solve every immigration problem and that improper applications can cause more harm than good.

3.   Never mind that the law never solves the problem and often makes it worse.

4.   Some therapists in California have argued that the new law only solves part of the problem.

5.   The board said the new law did not solve the problem.

6.   But then will laws only solve these problems?

7.   Critics of the proposal said that a conservative Asian society should not rely on law to solve family problems.
