1.   Bankruptcies may soar among retailers, transportation companies, banks and brokerages whose incomes will fall as the government slowly unravels laws that inhibited free competition.

2.   But the government contended that the deal still amounted to a takeover that would inhibit competition between the two carriers on nine critical routes.
