1.   East Timorese legislators are currently debating a proposed law that grants amnesty for militiamen convicted of minor crimes.

2.   Smugglers reportedly have told migrants -- falsely, said the U.S. official -- that the United States will grant amnesty after its November presidential election.

3.   The parties also urged the government to declare cease-fires and grant amnesty to armed ethnic groups and implement a genuine federal system of government.

4.   The commission has the power to reopen investigations into political crimes, grant legal amnesty to perpetrators who confess and compensation to the victims.
