1.   In the agreement, the Russians pledge not to increase their current forces in the flank zones.

2.   But NATO has accepted that some sensitive areas could be redesignated as falling outside of the restricted flank zone and could be considered part of the hinterland instead.

3.   This region, called the flank zone, includes two Russian military districts and military districts in neighboring countries.

4.   To avoid having to amend the CFE treaty, the flank zone has been redrawn geographically and reduced in area.
