2.   In reality, the overall level of federal taxation has remained virtually unchanged for decades.

3.   Interest earned by these accounts would be exempt from federal taxation if used for retirement, purchase of a first home, college expenses or medical costs.

4.   Whatever interest earned in the account would not be subject to federal taxation.

5.   Yet folks fortunate enough to make substantial incomes from stocks and bonds, real estate speculation or other investments would be largely exempt from federal taxation.
