1.   Many of those arguments appear based on ethnic distrust or hatred.

2.   Still, ethnic distrust remains a problem in the wake of six months of ethnic Albanian insurgency.

3.   The OSCE and other international groups have acknowledged flaws but maintain the elections were as fair as possible in a country recovering from war and riven by ethnic distrust.

4.   With ethnic distrust still high, such disagreements are the norm, leaving local and federal governments virtually paralyzed.
