1.   Iraq insists that it has met all disarmament requirements and poses no danger to its neighbors.

2.   It also had to accept the idea of suspending some sanctions before Iraq demonstrated full compliance with all disarmament requirements.

3.   It did not promise more than a new look at sanctions after Iraq had met all its disarmament requirements.

4.   Iraq, backed by Russia and China, continues to insist that it has already complied with U.N. disarmament requirements and that sanctions should be lifted forthwith.

5.   It proposes a suspension, not removal, of sanctions when Iraq demonstrates its compliance with disarmament requirements.

6.   It would create a new inspection commission that would hand Baghdad a list of the most important remaining disarmament requirements.

7.   Other countries demand only full compliance with the disarmament requirements.

8.   Sanctions can safely be lifted only when Iraq fully has complied with the disarmament requirements the Security Council imposed after the Persian Gulf War.

9.   The first would focus strictly on Iraqi compliance with disarmament requirements and future monitoring.

10.   The embargo cannot be lifted until Iraq meets key disarmament requirements, but Hussein will not permit arms inspectors to enter the country, either.
