1.   Iraq insists that it has met all disarmament requirements and poses no danger to its neighbors.

2.   It also had to accept the idea of suspending some sanctions before Iraq demonstrated full compliance with all disarmament requirements.

3.   It did not promise more than a new look at sanctions after Iraq had met all its disarmament requirements.

4.   Iraq, backed by Russia and China, continues to insist that it has already complied with U.N. disarmament requirements and that sanctions should be lifted forthwith.
