1.   Russian and French officials who had opposed earlier versions of the resolution, said their U.N. delegates probably would abstain from voting, rather than casting vetoes.

2.   Eleven delegates abstained from voting.

3.   Remaining delegates abstained or cast blank or invalid ballots.

4.   Three British delegates abstained from voting.
