1.   Most decks have a band, or rim, joist nailed to the ends of the deck joists.

2.   The deck joists are nailed to it at right angles.

3.   The ends of deck joists are usually damaged, also.

4.   The most effective solution is to saw off the rotted ends of the deck joists and nail a new joist in place.
