1.   Annan expressed concern in Paris on Thursday that the setbacks could give member countries second thoughts about contributing troops to a peacekeeping operation being assembled in Congo.

2.   But other NATO nations have not committed themselves to contributing troops.

3.   Later, he decided against contributing American troops as peacekeepers.

4.   Nations that are contributing troops are not all enthusiastic about the change in mandate.

5.   No other nation has yet committed itself to contributing troops.

6.   Nor is there any hint that the Bush administration will drop its opposition to contributing troops for the security force.

7.   The Pentagon has made clear that it has little interest in contributing troops to the international security force.
