1.   One measure which is relatively easy to make is the citation rate per paper.

2.   The RCR is the ratio of the observed citation rate to the expected citation rate.

3.   Calculations of the expected citation rate are derived from the mean citation rate per paper calculated for each journal.

4.   So women publish less, but if you take citation rate as a measure of quality, women publish better work.
