Others address topics whose most controversial days are past, such as limits on presidential pardons and a guarantee that students can attend neighborhood schools. 63. Popular neighborhood schools have been dismantled. 64. Short-term, neighborhood schools do sound like retrenchment. 65. So I turned to my neighborhood music school, which happens to be a world-class institution, the Mannes School of Music on the Upper West Side of Manhattan. 66. Supporters argue that this return to neighborhood schools is better for the children and better for the overall educational system. 67. Starting this fall, Charlotte students will be allowed to attend neighborhood schools even if it means the enrollment of the school will eventually become predominantly black or white. 68. Still, many parents seem almost mystified by the fears that neighborhood schools could mean less of an education for their children. 69. That means an emphasis on neighborhood schools rather than desegregation. 70.
