61.   The lawmaker said the Los Angeles Police Department has found that a significant number of the handguns used in street crime are purchased legally through licensed dealers.

62.   The program, of course, deals with licensed dealers.

63.   There are laws on the books right now requiring background checks when somebody buys a gun from a licensed dealer.

64.   This means that there is only a very small number of licensed dealers who take part in trafficking, making it easier to trace guns.
