51.   The fifth man, who was arrested in the western German city of Karlsruhe and identified as Samir K., is also presumed to have Algerian nationality.

52.   The immigration department has ruled in a decision now being challenged in the Federal Court that the East Timorese have Portugese nationality and should therefore seek asylum in Portugal.
