51. An expert, therefore, does have a duty to observe procedural fairness. 52. He must know when the local authority has a duty to investigate and how that investigation should be conducted. 53. Local authorities have a duty to provide services which will maintain the family unit and enable children to be brought up within it. 54. In most cases a local authority only has a duty to provide services under the Act if a child is in need. 55. Provision of information Local authorities have a duty to publish information about the services they provide and, where appropriate, the services others provide on their behalf. 56. Local authorities have a duty to accommodate children in certain circumstances and a power to do so in others. 57. Parents and those caring for children need to know when local authorities have a duty to investigate and what form that investigation must take. 58. The guardian ad litem has a duty to inform the court of the identity of any person who wishes to have party status or should be granted it. 59. He or she will continue to have a duty to maintain the child notwithstanding the care order. 60. The court had a duty to protect the liberty to publish, by ensuring that the existing ambit of restraints was not extended. |
