41.   Ambassador Nabil Elaraby said Egypt would not support the resolution because it failed to note improvements Iraq had made in dealings with the U.N. Special Commission.

42.   And Russia, a member of the Security Council, made it clear that it would not support a resolution authorizing air strikes.
