41.   Ambassador Nabil Elaraby said Egypt would not support the resolution because it failed to note improvements Iraq had made in dealings with the U.N. Special Commission.

42.   And Russia, a member of the Security Council, made it clear that it would not support a resolution authorizing air strikes.

43.   And the European Union and the Japanese appeared reluctant to support any resolution which might include the threat of curbs on dealings with the Israelis.

44.   As permanent, veto-wielding members of the council, Russia and China must support any resolution codifying a peace plan.

45.   But he did not say whether the European Union members would support the resolution.

47.   But the United States refused to support the resolution.

48.   Canadian Ambassador Robert Fowler said he supported the resolution, although his government would have preferred the document make reference to obligations of both the Palestinians and the Israelis.

49.   Chile supported the resolution by the U.N. Security Council, and, in addition, issued a separate statement condemning the Cuban action.
