31.   Indonesian authorities said Saturday that soldiers had acted improperly in the killing of six East Timorese last month and may face court martial.

32.   Beijing has refused to return the five so far and insisted that the soldiers acted with the consent of consulate staff to safeguard security at the consulate.

33.   Now, the soldiers act as observers, and provide security for UN agency workers, subject recently to a spate of armed car hijackings and burglaries.

34.   The official British inquiry was inconclusive, finding no evidence the Catholics had been armed but concluding nonetheless that the soldiers had acted in self-defense.
