Add vinegar, soy milk and sugar, bring to a boil, and reduce heat to low. 36. Add carrots, onions and garlic, and reduce heat to low. 37. Add rice, stir, reduce heat to very low and cover with a tight-fitting lid. 38. Add shallots, reduce heat to low, and saute until translucent. 39.
