31.   The two countries have been unable to negotiate new pacts, and tensions between the neighbors have soured lately over a number of disputes.

32.   The WTO, under whose auspices this pact was negotiated and reached, seems to have no doubt whatsoever that all will enjoy the benefits of its labour.

33.   The pact was negotiated in September and both Philippine Airlines and Canadian Airlines have been flying directly between the two countries since then.
