31.   Police had earlier been alerted by a witness who saw a suspect placing a metal tube in front of a school in Klagenfurt, the provinical capital of Carinthia.

32.   The explosive device involved a metal tube packed with a mixture of sugar and weedkiller, a police spokesman said.

33.   The devices, comprising an arrangement of openwork metal tubes, fill up the vulnerable spaces beneath the seats and can be fitted within minutes.
