21.   The tenant may contemplate more frequent rent reviews under the underlease than those in the lease although it is accepted that the rent review dates should otherwise coincide.

22.   And when rent reviews are due it can be almost impossible to assess what tenants should be paying.

23.   A Housing Department official said on Monday that because of the new law, the number of flats up for rent review would be reduced next year.
