21.   The Pressler Amendment requires the US president to certify that Pakistan does not possess a nuclear weapon.

22.   The Pressler amendment bars military sales and assistance to Pakistan unless the president certifies that it is not developing nuclear weapons.

23.   The Pressler Amendment bars most aid and all bilateral defense cooperation until the president can certify that Pakistan does not possess a nuclear weapon.

24.   Under US law, the United States is prohibited from assisting Pakistan until the president can certify that it is not pursuing a nuclear program.

25.   The conditions could be lifted, however, if the president certifies to Congress that the vital national interests of the United States required otherwise.
