21.   Bush recently warned the Baghdad government of consequences if it did not allow U.N. arms inspectors to return to Iraq.

26.   But that looks difficult as Iraq has said it will never allow the inspectors, who were withdrawn shortly before the airstrikes began, to return.

28.   He reiterated that Turkey and other neighboring countries were willing to work toward the lifting of U.N. imposed economic sanctions on Iraq once weapons inspectors are allowed back.

29.   He said that every country that he has visited, including Russia, has said that U.N. inspectors must be allowed into presidential sites in Iraq.
