21.   Though the Dayton peace accords called for independent broadcasting, Muslim and Croatian authorities have shown no more inclination to liberate their channels than have the Bosnian Serbs.

22.   Toward that end, the accord calls for a second legislative body, a senate, with broad veto powers that would be split evenly by ethnicity.

30.   The accord also called for a moratorium on military maneuvers in the Aegean during July and August.
