11.   The treaty process had begun the previous year when Canadian Foreign Minister Lloyd Axworthy hosted a meeting of a few countries in Oslo to consider a ban.

12.   Iranian ambassador Kamal Kharrazi told reporters on the conference sidelines that many non-aligned countries want some sort of treaty review process established to guarantee its implementation.
