11.   A U.S. appeals court in Cincinnati Friday reinstated a lawsuit accusing state officials of defrauding the government by not reporting the abuse of federal anti-poverty funds.

12.   About a dozen states specifically require the clergy to report suspected abuse.

13.   Clergy are also spared from mandatory reporting laws that require others -- such as mental health professionals, teachers and social services workers -- to report child abuse.

14.   Confidentiality laws, designed to encourage citizens to report child abuse, also serve to shield child protection agencies from public scrutiny and accountability.

15.   Colorado is believed to be one of only two states that requires animal abuse to be reported, but the law only applies to veterinarians.
