11.   The negotiations were aimed at reaching consensus on a five-point UN plan unveiled in May.

12.   In the House, a decision was delayed whilst Democrats and Republicans negotiated in an unsuccessful attempt to reach a consensus over the scope and procedures of the inquiry.

13.   Consensus was reached that treatment centres should use cohorting, together with infection control measures, and other measures inside and outside hospitals as appropriate for the individual centre.
